Evaluación del cumplimiento de las metas 6.1 y 6.2 del Objetivo de Desarrollo Sostenible 6 en el barrio Lipaya de la ciudad de Barranquilla de acuerdo a las metas establecidas en su Plan Distrital De Desarrollo (2020-2023)

Abstract

En el presente proyecto se realizó un análisis del cumplimiento de las metas 6.1- 6.2 (sistemas de acueducto y alcantarillado) del Objetivo de Desarrollo Sostenible (ODS) 6 (agua limpia y saneamiento básico) en el barrio Lipaya de la ciudad de Barranquilla. Se planteó la falta de suministro de agua potable y falta de sistemas de alcantarillado en gran parte de este barrio, en donde algunos de sus habitantes manifestaron la inconformidad con los servicios prestados por parte de la entidad prestadora de servicios públicos de agua potable y saneamiento básico en este sector de la ciudad. Se utilizó un cuestionario estructurado como instrumento metodológico para determinar la situación del barrio con relación a las metas 6.1- 6.2 del ODS 6 y se realizó un análisis documental de la bibliografía disponible acerca de esta problemática, mediante un enfoque mixto (cualitativo y cuantitativo). En los resultados se plasmaron los datos financieros disponibles que incluyen los recursos ejecutados, el presupuesto dispuesto para las actividades alineadas al cumplimiento del ODS 6 y la percepción de los habitantes del barrio con respecto a las metas evaluadas. Concluyendo que el barrio Lipaya enfrenta desafíos importantes en cuanto al cumplimiento de las metas 6.1 y 6.2 del ODS 6 en donde la participación de la comunidad fue un papel crucial en la búsqueda de posibles soluciones a esta problemática.

In this project, an analysis of the compliance with goals 6.1- 6.2 (water and sewage systems) of Sustainable Development Goal (SDG) 6 (clean water and basic sanitation) was conducted in the Lipaya neighborhood of the city of Barranquilla. The lack of drinking water supply and lack of sewage systems in a large part of this neighborhood was raised, where some of its inhabitants expressed their dissatisfaction with the services provided by the public water and basic sanitation service provider in this sector of the city. A structured questionnaire was used as a methodological instrument to determine the situation of the neighborhood in relation to targets 6.1- 6.2 of SDG 6, and a documentary analysis of the available literature on this problem was carried out using a mixed approach (qualitative and quantitative). The results included financial data, including the resources executed, the budget allocated for the activities aligned with the fulfillment of SDG 6 and the perception of the inhabitants of the neighborhood with respect to the evaluated goals. It was concluded that the Lipaya neighborhood faces significant challenges in terms of meeting SDG 6 targets 6.1 and 6.2, where community participation played a crucial role in the search for possible solutions to this problem.
